How to unlock Petal Captain

  1. Reach Stage 20 in Spirit Expedition. Before that, the card reads “Stage 20 required”.
  2. Talk to the Spirit Guide and open REWARDS.
  3. Buy Petal Captain – Petal Captain’s Seal for 1400 Expedition Points, or press Use selector to spend a Class Selector.
  4. Equip the class from your Classes menu.

The Update 3 log also says class items can drop straight from Okami (every 10 stages).
